Searching for either a 90s horror or fantasy flick?

There was this movie I watched back in the 90s. I don't know if it was filmed in the 80s or 90s, but it involved this young knight (he might have been a prince) and a damsel in distress (might have been a princess). I forgot much of the plot, but the villain was a bald-headed man who was literally insane, and tortured the damsel to the point that he removed her tongue so that she could never talk again. I remember the movie had some graphic violence in it, so it might have been Rated-R. I'm pretty sure it was. There were parts in it when the prince was put under a spell and lost in these enchanted forests and that the villain knew where he went. Either than that, the rest is a blur. I tried searching IMDB and went through their entire list of fantasy movies but couldn't find it. I was just wondering if anyone had an idea of what this movie could be?
